Grants the Contra Costa Transportation Authority (CCTA) full powers under the Local Transportation Authority and Improvement Act, including authority to impose a voter-approved transactions and use tax up to 1%

Allows the CCTA's tax to exceed the standard 2% combined rate limit for local transactions and use taxes in the county, with this authorization expiring January 1, 2045 if not approved by voters before then

Expands CCTA's scope to include acquiring, constructing, maintaining, and operating public transit vehicles, facilities, bike share systems, bus stops, ferries, mobility hubs, and innovative mobility systems

Designates CCTA as responsible for coordinating public transit systems countywide and serving as a clearinghouse for traffic signal coordination and prioritization information

Authorizes CCTA to acquire real and personal property through purchase, gift, lease, or eminent domain, and to sell, lease, or mortgage property as needed
