Requires all bills introduced in the California Legislature to include the legislative session identifier in their bill numbers (e.g., "2027–28 Reg. Sess.—SB 1234")

Mandates the Secretary of the Senate, Chief Clerk of the Assembly, and Legislative Counsel Bureau to update all legislative publications, indexes, journals, databases, and electronic systems to display complete bill numbers with session identifiers

Applies to bills introduced during the 2027–28 Regular Session and all subsequent regular sessions, plus any special sessions beginning on or after January 1, 2027

Intended to improve public access, clarity, and transparency in California's legislative recordkeeping
