Authorizes disbursements from the California Cannabis Tax Fund to the Department of Cannabis Control for maintaining the track and trace program and conducting civil or criminal enforcement against unauthorized commercial cannabis activity

Removes the prohibition that prevented the Board of State and Community Corrections from making grants to local governments that ban both indoor and outdoor commercial cannabis cultivation or ban retail cannabis sales

Requires local governments to allow storefront retail cannabis sales, or for jurisdictions with 10,000 residents or less, allow cannabis delivery serving medicinal and adult-use consumers, to be eligible for Board of State and Community Corrections grants

Directs the Board of State and Community Corrections to prioritize grant awards for local governments whose applications include illicit cannabis enforcement, and allows grants to be awarded both competitively and formula-based for consistent ongoing funding

Takes effect immediately as a budget-related bill, approved by the Governor on June 27, 2025
