Establishes a 14-member Citizens Redistricting Commission in San Bernardino County to draw supervisorial district boundaries, removing this responsibility from the Board of Supervisors

Requires commissioners to be county residents registered with the same party (or no party) for at least 5 years, and bars anyone who held office, worked for elected officials, or served as a lobbyist within the past 8 years

Mandates at least 7 public hearings across all 5 supervisorial districts before drawing maps, plus 2 additional hearings after releasing draft maps, with live translation available in languages spoken by at least 3% of voting-age residents

Commissioners face post-service restrictions including a 5-year ban on running for public office and a 3-year ban on working for San Bernardino County elected officials or lobbying

Commission must be created by December 31, 2030, and reconstituted each decade thereafter, with 9 affirmative votes required for any official action including map adoption
