Extends the Public Utilities Commission's authority to collect a surcharge (up to $100 million per year) for the Deaf and Disabled Telecommunications Program from January 1, 2025 to December 31, 2034

Requires the commission to transfer surcharge revenues to the Controller for deposit into the Deaf and Disabled Telecommunications Program Administrative Committee Fund

Removes the commission's authority to adjust surcharge levels independently and instead authorizes the commission to make recommendations to the Legislature regarding appropriations

Declared an urgency statute taking effect immediately upon approval (June 27, 2025) to ensure continued essential services for individuals who are deaf, hard of hearing, or disabled
