Requires the Secretary of State to create and publish regulations establishing procedures for county elections officials to conduct voter education and outreach about vote by mail and early voting options

Mandates inclusion of vote by mail and early voting information in the state voter information guide, explaining voters' rights to cast ballots at elections offices, satellite locations, polling places, or vote centers

Requires counties not conducting all-mailed ballot elections to provide at least one early voting location open for minimum 6 hours on the Saturday before statewide elections

Declared an urgency statute requiring 2/3 vote, taking effect immediately to allow implementation before the November 3, 2026 statewide general election

Authorizes state reimbursement to local agencies for costs mandated by the new county elections official duties
