Restores full-scope Medi-Cal eligibility for undocumented immigrants aged 19 and older, reversing January 2026 restrictions that limited this population to only pregnancy-related services and emergency medical treatment

Maintains the $30 monthly premium requirement for undocumented adults aged 19-59, beginning no sooner than July 1, 2027, with loss of full-scope benefits after 90 days of nonpayment

Excludes dental services for undocumented adults aged 19 and older (except emergency dental care), effective no sooner than July 1, 2026

Exempts nonminor dependents (foster youth) and individuals under 26 eligible through Section 14005.28 from premium requirements and dental service limitations
