Political subdivisions may file election consolidation resolutions with only the county elections official (instead of both the elections official and board of supervisors) if the elections official provides the resolution to the board or the board has pre-authorized the elections official to receive resolutions and consolidate elections

Governing bodies of cities, districts, or political subdivisions may now authorize the county elections official (rather than the board of supervisors) to canvass election returns for consolidated elections

Removes the maximum limit of 12 instruction cards per polling place; elections officials must now provide at least 6 cards with no upper limit

Requires a specific precinct board member (rather than the board collectively) to proclaim aloud when polls open and close at each polling place

Makes conforming changes throughout Elections Code sections 9168, 10403, 10410-10413, 14105, 14213, 14401, and 16404 to update references from governing bodies to elections officials for canvassing procedures
