Makes nonsubstantive technical changes to various provisions across multiple California codes to effectuate recommendations by the Legislative Counsel for code maintenance

Amends sections in the Business and Professions Code, Civil Code, Code of Civil Procedure, Education Code, Elections Code, Fish and Game Code, Food and Agricultural Code, Government Code, and numerous other state codes

Corrects cross-references, updates statutory citations, and standardizes language throughout the affected codes (such as changing "shall not be" to "is not" and updating references to reorganized code sections)

Repeals obsolete section headings and makes conforming changes to ensure internal consistency within the California codes

Requires only a majority vote, no appropriation, and has no fiscal impact or local program implications
