Exempts health care practitioners licensed in other states, territories, or countries from California licensure requirements while providing services at 2028 Los Angeles Olympic and Paralympic Games activities between May 15 and September 15, 2028, if invited by the organizing committee

Establishes the State Department of Public Health as the authority to maintain and modify immunization recommendations, using January 1, 2025 federal guidelines as a baseline, and updates multiple health care laws to reference state rather than federal immunization advisory committees

Creates the Abortion Access Fund, continuously appropriated through June 2029, funded by transfers from qualified health plan segregated accounts (up to 75% of ending balance in 2025-26, then 50% of excess balance in subsequent years) to provide funding for abortion services

Extends full-scope Medi-Cal benefits to foster youth and nonminor dependents regardless of immigration status until age 26, exempting them from service limitations and monthly premium requirements that apply to other undocumented adults

Increases clinical laboratory license and certification fees (for example, clinical laboratory scientist application fees rise from $38 to $300, and clinical laboratory licensing fees increase 30-50% across test volume tiers), with annual adjustments to cover estimated program costs
