Enacts the First Validating Act of 2026, which retroactively validates the organization, boundaries, acts, proceedings, and bonds of California state agencies, counties, cities, and over 100 types of special districts and public entities

Covers a comprehensive list of public bodies including school districts, water districts, fire protection districts, housing authorities, transit districts, airport districts, and community facilities districts, among many others

Excludes community redevelopment agencies and related entities from validation, except for specific successor agency bond issuance provisions

Establishes a six-month statute of limitations from the effective date for any legal challenges to the validity of public body formation, boundary changes, consolidations, or bond issuances

Declared an urgency statute requiring a two-thirds vote, taking effect immediately upon passage to validate public bodies as soon as possible
