Enacts the Second Validating Act of 2026, which retroactively validates the organization, boundaries, acts, proceedings, and bonds of California state agencies, counties, cities, and over 100 types of special districts and public entities

Confirms as legally established the boundaries of all public bodies as previously recorded or shown on assessor maps and plats

Validates all prior actions taken for annexation, detachment, consolidation, merger, or dissolution of public bodies, as well as all bond authorization, issuance, sale, and delivery proceedings

Requires any legal action contesting the validity of public body formation, boundary changes, or bond issuance to be filed within six months of the act's effective date, after which such matters become incontestable

Declared an urgency statute requiring a two-thirds vote, taking effect immediately upon passage with an operative date of September 1, 2026
