Enacts the Third Validating Act of 2026, retroactively validating the organization, boundaries, acts, proceedings, and bonds of California state and local public bodies

Covers over 150 types of public entities including cities, counties, school districts, water districts, fire protection districts, housing authorities, transit districts, and various special assessment districts

Confirms as legally valid all previously issued bonds and debt instruments of public bodies, including those awarded and sold but not yet delivered, and those authorized by election but not yet issued

Excludes community redevelopment agencies and related entities from validation coverage

Establishes a six-month statute of limitations from the act's effective date for any legal challenges to formation, boundary changes, or bond issuances not otherwise validated by the act
