Limits the early program completion option for preliminary teaching credentials to interns enrolled in credential programs who are seeking their initial preliminary credential

Applies minimum requirements for clear multiple or single subject teaching credentials (including possession of a preliminary credential and completion of a teacher induction program) to the clear education specialist teaching credential

Requires the State Department of Social Services, rather than the Department of Education, to establish rules governing childcare and development programs at or near postsecondary educational institutions

Extends authorization to change or alter contracts for reconstruction or rehabilitation work without competitive bidding to school districts with average daily attendance of 250,000 or more, down from the previous 400,000 threshold
