Counties participating in CalWORKs Housing Support Program, Home Safe Program, Bringing Families Home Program, or Housing and Disability Income Advocacy Program must establish written policies, public complaint resolution processes, and provide recipients with individualized written housing plans detailing services and assistance

Program recipients gain the right to request state administrative hearings when counties reduce or discontinue housing-related services or financial assistance, with criteria established for receiving continued assistance while complaints and hearings are pending

The State Department of Social Services may use all-county letters and emergency regulations until October 1, 2027 to implement CalFresh program changes aimed at reducing payment error rates, which under federal law will determine state cost-sharing starting in fiscal year 2028

Appropriates $3,200,000 from the General Fund for CalFresh payment error rate mitigation automation and implementation of federal H.R. 1 (Public Law 119-21)

Delays establishment of the CalFresh reentry workgroup for formerly incarcerated individuals from February 1, 2026 to February 1, 2028, with corresponding two-year delays to reporting requirements through 2032
