Extends the Classified School Employee Summer Assistance Program appropriations to be available for encumbrance during both the fiscal year of appropriation and the following fiscal year, starting with the 2023-24 fiscal year

Allocates $160 million for the Universal School Meals Support Grant, including $145 million for kitchen infrastructure and training, $10 million for food service worker retention, and $5 million for a University of California study on ultraprocessed foods of concern in school meals
