Expands invasive mussel prevention programs from quagga and zebra mussels to all "invasive mussels" (any nonnative detrimental mussel species), increases vessel registration prevention fees to $15-$21 for even years and $30-$42 for odd years starting in 2026, and appropriates $20 million to the Department of Fish and Wildlife for invasive mussel infestations including golden mussel

Exempts the 2028 Olympic and Paralympic Games from CEQA requirements for bidding, hosting, staging, and funding activities, as well as construction of temporary facilities that will be removed within six months after the games; also exempts temporary Olympic-related development in the coastal zone from coastal development permit requirements until December 31, 2028

Establishes the Regional Farmer Equipment and Cooperative Resources Assistance Pilot Program to provide financial and technical assistance for farm equipment sharing programs benefiting socially disadvantaged and limited resource farmers and ranchers, contingent on legislative appropriation, with repeal set for January 1, 2030

Removes the limitation restricting CAL-FIRE permanent firefighting personnel increases to hand crew staffing levels only, allowing the department to increase base period staffing levels more broadly

Authorizes emergency regulations for implementing Proposition 4 (Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024) programs, and redirects $135 million in bond funds to the Ocean Protection Council and $20 million to the Department of Food and Agriculture for invasive species projects
