Requires the Department of Justice to annually inspect the 10 firearm dealer locations with the highest percentage of sales that were later recovered by law enforcement as illegally possessed or used in crimes (minimum threshold of 20 recovered firearms)

Mandates firearm dealers maintain inventory records starting January 1, 2028, including manufacturer, model, caliber/gauge, and serial numbers updated within one business day of acquisition or disposal, with monthly inventory checks

Authorizes the Department of Justice to remove dealers from the centralized licensee list for willfully failing to comply with licensing requirements or failing to remedy inspection violations within 90 days, resulting in a fine and 2-year ineligibility

Changes dealer record inspection sampling requirements from 25-50% to at least 25% of each record type, and allows the department to increase inspection fees up to 15% annually

Requires dealers to produce a written affidavit under penalty of perjury certifying the accuracy of inventory records upon department request
