Extends reimbursement based on maximum authorized/certified hours of care (regardless of attendance) for state-subsidized childcare providers, license-exempt providers, and California state preschool family childcare home education network providers through July 1, 2028

Makes permanent the monthly "cost of care plus" supplemental payments to family childcare providers and childcare centers, with per-child rates ranging from $107-$230 depending on provider type and region (increased from previous $98-$211 range)

Appropriates $157,852,000 from the General Fund for one-time stabilization payments of $431 per child for licensed providers/centers and $300 per child for license-exempt providers, to be paid by January 1, 2026 contingent on ratification of the CCPU agreement by September 30, 2025

Requires annual Budget Act allocations from July 2025 through July 2028 to replenish the Joint Training Partnership Fund (up to $15 million), CCPU Workers Health Care Fund, and CCPU Retirement Trust ($80 million balance), upon Department of Finance approval

Approves the August 7, 2025 tentative agreement between the State of California and Child Care Providers United - California (CCPU) representing family childcare providers
