Authorizes the State Air Resources Board to impose fees on entities regulated under the Transport Refrigeration Unit Regulation to cover implementation, administration, and enforcement costs, with revenues deposited into the Certification and Compliance Fund

Extends the Low Carbon Transit Operations Program funding allocation formula using individual operator ratios through the 2025–26 fiscal year (previously ended 2022–23)

Permits the LA County Metropolitan Transportation Authority, Santa Clara Valley Transportation Authority, San Mateo County Transit District, and other Bay Area transit operators to provide charter bus services for the 2026 FIFA World Cup from June 1 to July 31, 2026, with rates covering marginal costs

Expands the DMV's mobile/digital driver's license pilot program participation limit from 5% to 15% of licensed drivers

Authorizes special permits for overweight vehicles (up to 95,000 pounds) carrying international intermodal cargo containers on a 1.7-mile stretch of International Boulevard in Oakland until December 31, 2031, or until an alternate truck route becomes available

Appropriates $132,175,000 from Hino Consent Decree funds for the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project, plus $1,000 for the Transport Refrigeration Unit Program
