Appropriates $372 million from the General Fund to the Public Employees' Retirement Fund to address unfunded state pension liabilities, allocated across four employee categories: state miscellaneous ($174.5M), state industrial ($10.3M), state safety ($20.5M), and state peace officer/firefighter ($166.7M)

Authorizes successor agencies for the Humboldt No. 1 Fire Protection District and City of Eureka Fire Department to maintain existing defined benefit plans for employees who were employed at the time of annexation and remain employed on January 1, 2026

Requires overtime compensation at 1.5 times the hourly wage for In-Home Supportive Services (IHSS) providers who work more than 40 hours per week, while maintaining the 66-hour weekly cap on total hours worked

Modifies IHSS collective bargaining dispute procedures by allowing either party to bypass mediation and move directly to factfinding, and reduces the timeline for counties to reach agreement from 90 days to 30 days after factfinding recommendations before triggering withholding of Realignment funds

Authorizes the State Department of Social Services to share banking information with the recognized employee organization's payment processor for IHSS providers who have signed membership agreements authorizing such disclosure
