Appropriates $103,668,010 annually from the General Fund to the State Community Corrections Performance Incentives Fund for distribution to counties, with allocations reduced by 10% for each percentage point a county's return-to-prison rate exceeds its baseline rate

Renames the Prison Industry Authority to the California Correctional Training and Rehabilitation Authority and renames the Prison Industry Board to the California Correctional Training and Rehabilitation Board (operative only if SB 857 is also enacted by January 1, 2026)

Authorizes the Department of Corrections and Rehabilitation to enter into long-term contracts up to 10 years for community treatment programs for incarcerated women with children under 6, with priority given to nonprofit-operated, trauma-informed programs with family support expertise

Exempts State Public Defender contracts from Department of General Services review and various procurement requirements including small business and disabled veteran business provisions

Grants the Director of In-Custody Death Review authority to access, examine, and reproduce records of local detention facilities during regular business hours when conducting death incident reviews
