Establishes round 7 of the Homeless Housing, Assistance, and Prevention (HHAP) program, requiring participating jurisdictions to submit a "housing now action plan" describing strategies to site, develop, and operate interim housing and achieve "functional zero unsheltered homelessness" (sufficient housing for at least 60% of unsheltered homeless population)

Sets five-year housing inventory expansion targets for each region, requiring incremental expansion of homeless habitation capacity from 5% by end of fiscal year 2026-27 to 100% by end of fiscal year 2030-31

Requires cities and counties receiving round 7 or subsequent HHAP allocations to enact an encampment resolution ordinance substantially similar to the Governor's May 12, 2025 model ordinance and sign a memorandum of understanding committing to the housing now action plan

Allows newly constructed interim housing with noncongregate accommodations to count toward regional housing need allocations for acutely low income households through January 1, 2032

Creates a property tax welfare exemption for property used exclusively for interim housing and owned by qualifying nonprofit organizations, effective for lien dates from January 1, 2026 through January 1, 2032
