Creates a new crime (Penal Code Section 422.3) for willfully threatening to commit a crime resulting in death or great bodily injury at specific locations: daycare facilities, schools, universities, workplaces, houses of worship, or medical facilities

Threats can be made by any means, including images or posts on internet web pages, and are criminal even if there is no intent to actually carry out the threat

Adults (18+) face "wobbler" penalties: up to one year in county jail for misdemeanor, or 16 months, 2 years, or 3 years in county jail for felony

Offenders under 18 must be referred to diversion services under Welfare and Institutions Code Section 654 if eligible; if ineligible, the offense is punished as a misdemeanor only

A person cannot be convicted under both this new section and existing criminal threats law (Section 422) for the same threat
