Clarifies that the State Department of Health Care Services (DHCS) is the primary agency responsible for implementing the Comprehensive Perinatal Services Program for Medi-Cal beneficiaries, while requiring collaboration with the State Department of Public Health on updated regulations by July 1, 2027

Requires DHCS to develop mandatory training for all perinatal providers in the program, including managed care plan and fee-for-service providers, and mandates that Medi-Cal managed care plans ensure their providers complete this training

Mandates creation of a data collection form by January 31, 2026, for providers to document when perinatal services are offered and used by eligible beneficiaries

Requires DHCS to submit reports to the Assembly and Senate Health Committees by July 15, 2026, identifying the number of pregnant and postpartum individuals who received and were offered program services from January 2022 to January 2025, with triennial reports required starting January 1, 2028

Directs Medi-Cal managed care plans to conduct quality assurance reviews of perinatal providers at least every three years starting January 2026 and to include enhanced perinatal program benefits information in member handbooks
