Extends the deadline for the Department of Housing and Community Development to consult with councils of governments on regional housing needs methodology from 26 months to 38 months prior to scheduled housing element revisions, effective for the 8th and subsequent revisions

For the 7th housing element revision, establishes tiered consultation deadlines: 26 months for Humboldt County Association of Governments, Lake Area Planning Council, Mendocino Council of Governments, and County of Nevada; 34 months for San Luis Obispo and Sacramento Area councils of governments; 38 months for all other councils

Maintains the existing 26-month consultation deadline for the 4th, 5th, and 6th housing element revisions

Requires the Department of Finance to consider enrollment changes at University of California and California State University campuses when preparing household growth projections (operative only if SB 486 is also enacted)

Approved by the Governor on October 10, 2025, as Chapter 577
