Requires the Department of Resources Recycling and Recovery to submit a report to the Legislature by January 1, 2028, on the in-state collection, recycling, reuse, and stockpiling of precious metals, critical minerals, and other valuable materials contained in products

The report must address existing and developing extraction methods, current in-state extraction processes, barriers to expanding recycling capabilities, potential state revenue from creating material stockpiles, and policy recommendations

Mandates public input opportunities and outreach to researchers, academics, scientists, businesses, manufacturers, and environmental organizations during the report development process

Authorizes the department to make recommendations promoting a circular economy for these materials, including best practices for product design to optimize end-of-life recycling

The division establishing these requirements will be repealed on January 1, 2032
