Prohibits manufacturing, distributing, selling, or offering for sale in California any hair relaxer product containing specified intentionally added ingredients including formaldehyde, certain parabens, phthalates, and other chemicals

Requires the Department of Toxic Substances Control to adopt implementing regulations by January 1, 2030, and to publish third-party laboratory accreditations for ingredient testing by January 1, 2028

Authorizes the department to request compliance documentation from manufacturers, test hair relaxer products, and issue notices of violation for non-compliant products

Establishes civil and administrative penalties of at least $10,000 per violation, with penalties assessed per separate violation or per day for continuing violations, and authorizes the Attorney General to bring enforcement actions

Creates the C.U.R.L. Act Fund to collect penalty revenues, with department implementation contingent on sufficient funding from the Toxic Substances Control Account and legislative appropriation
