Requires all community college instructors, librarians, counselors, student personnel workers, supervisors, administrators, chief administrative officers, and other specified positions to meet minimum qualifications or alternative qualifications established by the Board of Governors of the California Community Colleges

Explicitly codifies that the instructor of record for any course must meet minimum qualifications for teaching credit or noncredit instruction

Extends qualification requirements to extended opportunity programs and services workers, disabled students programs and services workers, apprenticeship instructors, and supervisors of health

Clarifies that the qualification requirements do not prohibit community college staff from using artificial intelligence tools to assist in college operations or student services
