Requires California State University (and requests UC) starting July 1, 2027, upon legislative appropriation, to cover diagnostic assessment costs for learning disabilities for students receiving financial aid or eligible for institutional health/disability center assistance

Exempts institutions from covering assessment costs if the student's health insurance plan (including campus plans, Medicaid, or commercial insurance) already covers the diagnostic assessments

Expands the scope of covered assessments to include continuing assessments, required documentation, and individual/group assessments provided by the institution or arranged through outside entities for purposes of certifying disabilities and proving eligibility for academic accommodations

Mandates state funding on an actual-cost basis, with institutions documenting costs to the Student Aid Commission, which will oversee reimbursements

Requires participating institutions to prominently post on their websites that they will cover these diagnostic assessment costs for eligible students
