Requires the California Department of Corrections and Rehabilitation and county authorities to certify to the court upon a defendant's release that they successfully participated in conservation camp programs, incarcerated hand crews, or institutional firehouse programs, and provide a copy of this certification to the defendant

Prohibits state or local agencies from denying emergency medical technician certification or any other license/certification required to work as a firefighter based solely on the arrest or conviction history of individuals who receive expungement under these provisions

Eliminates the previous requirement that courts provide copies of defendants' petitions to the department or county authority, shifting certification responsibility to corrections authorities

Maintains existing exclusions from relief for individuals convicted of murder, kidnapping, certain rape offenses, lewd acts on children, sex offenses requiring registration, arson, escape from secure perimeter within 10 years, or offenses punishable by death or life imprisonment

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill contains state-mandated costs
