Extends Medi-Cal graduate medical education (GME) payments to district and municipal public hospitals (DMPHs) and their affiliated government entities, recognizing their share of Medi-Cal managed care GME costs

Establishes the District and Municipal Public Hospitals (DMPH) Graduate Medical Education (GME) Special Fund as a continuously appropriated fund to receive voluntary intergovernmental transfers for these payments

Requires the nonfederal share of payments to come entirely from voluntary intergovernmental transfers by DMPHs or affiliated government entities, with no state General Fund money used

Directs the Department of Health Care Services to seek federal approvals for GME payments effective no sooner than January 1, 2026

Authorizes the department to implement the program through guidance documents like all-county letters and provider bulletins without formal regulatory action
