Creates a $1,000 infraction for operating drones within 400 feet of critical infrastructure facilities (refineries, power plants, dams, water treatment facilities, ports) or within 50 feet of the State Capitol and legislative buildings in Sacramento

Makes it a misdemeanor to operate drones over school buildings or grounds with intent to surveil, monitor, record, or threaten the safety of any person; increases the fine for operating drones over prisons, jails, and juvenile facilities from $500 to $1,000
