Expands the definition of "basic needs services and resources" at California public universities and community colleges to explicitly include childcare services and resources, which may include direct financial or service support for parenting students

Requires financial aid offices at California Community Colleges and CSU campuses (and requests UC campuses) to provide students with dependent children information about campus childcare centers, referrals to Basic Needs Centers, and information on Cal Grant awards for students with dependent children

Requires campus child development centers and preschools at CCC and CSU (and requests UC) to refer student parents to both the Basic Needs Center and the financial aid office for assistance with childcare subsidies and financial aid programs

Authorizes Basic Needs Centers to direct parenting students to existing student parent centers or offices on campus if the student would be better served by those specialized resources

Clarifies that Basic Needs Centers must connect students to financial aid to ensure they receive all available aid, including supplemental Cal Grant awards for students with dependent children
