Establishes a pilot program authorizing the San Mateo County Transit District to use job order contracting for repair, remodeling, or other repetitive work (not new construction)

Caps single job order contracts at $5,000,000 for the initial 12-month term, with a $1,000,000 limit on any individual job order

Allows contract extensions for two additional annual terms with a maximum of $10,000,000 over those subsequent terms

Requires all work to comply with prevailing wage requirements regardless of standard thresholds, and mandates compliance with the district's project labor agreement with the San Mateo Building Trades Council

Requires the district to submit a report to the Legislature by January 1, 2030 assessing the use of job order contracting; the pilot program repeals on January 1, 2032
