Authorizes health care providers to disclose HIV test results identifying Medi-Cal beneficiaries without written consent to the beneficiary's assigned Medi-Cal managed care plan and to external quality review organizations contracted by the Department of Health Care Services

Disclosure is permitted specifically for administering quality improvement programs, including value-based payment programs and healthy behavior incentive programs designed to improve HIV care for Medi-Cal beneficiaries

Allows Medi-Cal managed care plans to share de-identified HIV test results (without identifying characteristics) with Department of Health Care Services staff for quality improvement purposes without written authorization

Maintains existing restrictions prohibiting disclosure of identifying HIV test results to other health care service plans regulated under state law, except for assigned Medi-Cal managed care plans

Explicitly prohibits further disclosure of HIV test results to federal agencies or authorities in other states unless required by federal law
