Calls a statewide special election for November 4, 2025, to submit Assembly Constitutional Amendment 8 (regarding congressional redistricting) to voters, designated as Proposition 50

Appropriates General Fund money to counties and the Secretary of State to cover actual and reasonably necessary costs of conducting the November 4, 2025 special election

For the June 2, 2026 primary election, prohibits congressional candidates from using the word "incumbent" as a ballot designation (operative only if ACA 8 passes and another state adopts a new congressional map after August 1, 2025)

Requires in-lieu-filing-fee petition forms to be available starting December 19, 2025, and mandates the Secretary of State prepare a calendar of key election dates by that date

Establishes vote center and polling place requirements for the special election, including at least one vote center per 30,000 voters from November 1-4, 2025, for counties using vote centers, with provisions expiring January 1, 2027
