Mandates local governments implement an online automated permitting process by July 1, 2027 that issues permits in real time the same day for residential heat pump installations (exempts cities under 5,000 population and counties under 150,000 population)

Caps permit fees at $50 for residential heat pump water heaters and $150 for residential heat pump HVAC systems, unless jurisdictions provide substantial evidence justifying higher costs

Prohibits local governments from requiring permits or inspections for plug-in window heat pump units that are 120 volts or less and self-contained without electrical panel upgrades

Voids any deed covenants, HOA governing documents, or other restrictions that prohibit or restrict the installation of residential heat pump water heaters or HVAC systems, or prevent replacing gas appliances with electric ones
