Expands exclusions from California's Elderly Parole Program, which allows inmates 50 years or older with 20+ years of continuous incarceration to be considered for parole

Adds new exclusions for persons receiving sentence enhancements for sexual offenses including rape, sodomy, and lewd/lascivious acts, as well as habitual sex offenders

Removes a previously proposed exclusion for first-degree murder convictions (struck from the amended bill text)

Applies exclusions retroactively to all persons incarcerated as of January 1, 2026, regardless of previous parole eligibility or pending parole petitions

Designates the act as "Mary Bella's Law"
