Establishes the California Trails Conservancy Program within the Natural Resources Agency to promote environmentally sound greenways, trail networks, and equitable access to trail-based recreation for all Californians

Authorizes the agency to form an ad hoc working group with representatives from hiking, equestrian, mountain biking, environmental justice, tribal communities, land trusts, and various state and federal agencies including the Department of Parks and Recreation and U.S. Forest Service

Requires at least 35% of funding administered through the program be allocated to projects benefiting disadvantaged communities

Defines priority projects as those creating new public access to nature in underserved communities with park/trail deficiencies, or projects increasing connectivity between communities and nature that may promote ecotourism

Provisions become operative only upon appropriation by the Legislature, with intent to allow funding from Section 94030 to be used for the program's purposes
