Requires the Attorney General to establish a statewide Gender and Sex Discrimination Educational Oversight Office to serve as a point of contact for students dissatisfied with campus policies or procedures addressing harassment, rape, sexual assault, and violence

Authorizes the office to receive complaints from students regarding campus noncompliance with Title IX and state law, and to investigate campus-based policies and procedures related to such complaints

Mandates that community college districts, California State University, independent postsecondary institutions, and University of California annually report to the office on incidents of harassment, rape, sexual assault, and violence involving enrolled students, including investigation timelines, outcomes, sanctions imposed, and criminal proceedings

Empowers the office to make recommendations to the Attorney General, district attorneys, or city attorneys based on its investigations of institutional policies and procedures

Imposes a state-mandated local program on community college districts, with reimbursement for costs to be made pursuant to existing statutory provisions if determined by the Commission on State Mandates
