CA SB3

Prohibits elections officials from considering a voter's gender, name, address (except for identity confirmation), or time spent reviewing when comparing ballot signatures, in addition to existing prohibitions on considering party preference, race, or ethnicity

Requires elections officials to notify voters when their vote-by-mail ballot signature does not match after a determination by three officials that signatures differ "beyond a reasonable doubt" in multiple significant respects

Authorizes voters to work with nongovernmental entities to complete signature verification statements and unsigned envelope statements, but only forms developed by the Secretary of State or elections officials may be accepted

Requires the Secretary of State to publish a combined signature verification and unsigned ballot identification envelope statement on their website, with a notice that signatures will be compared against registration records including driver's license signatures

Mandates elections officials post election result updates at least twice by the Thursday following an election and twice weekly thereafter, including processed ballot counts, estimated outstanding ballots by category, and the expected date/time of the next update on their homepage or election webpage
