CA SB30

Prohibits California public entities from selling, donating, or transferring ownership of diesel-powered on-track equipment (locomotives, rail cars, rolling stock) for continued use after decommissioning the equipment

Exempts equipment that meets EPA Tier 2, Tier 3, or Tier 4 emissions standards, produces equivalent emissions to those tiers, or has had the diesel engine removed

Requires public entities to authorize any exempt transaction through a public hearing

Addresses health concerns from diesel emissions including particulate matter, nitrogen oxides, and greenhouse gases that disproportionately impact communities near rail operations
