Strengthens restrictions on sexually explicit content by requiring operators to prevent companion chatbots from producing or facilitating the exchange of any sexually explicit material with minors, not just visual material

Mandates operators maintain and publish protocols for preventing suicidal ideation, suicide, or self-harm content, including referring users to crisis services when they express such thoughts

Requires clear disclosure to users when they are interacting with AI if a reasonable person could be misled into thinking they are communicating with a human

Requires notifications to minor users at least every three hours reminding them to take a break and that the chatbot is artificially generated
