Prohibits counties or districts enrolled in the County Employees Retirement Law of 1937 (CERL) from excluding any employee, group, or classification from retirement system membership, except for those already excludable under existing law

Defines "excludable officers and employees" as those whose positions are temporary, seasonal, intermittent, or part-time as determined by the retirement board, or those excluded under existing Sections 31552 or 31553

Declares this legislation is clarifying existing law rather than creating new requirements

Establishes that uniform public employee retirement system membership is a matter of statewide concern, making the law applicable to all cities and counties, including charter cities and charter counties
