Community colleges must provide students with information about completing the Free Application for Federal Student Aid (FAFSA) and California Dream Act application starting in the 2026-27 academic year

Beginning in the 2027-28 academic year, community colleges must confirm that students pursuing degrees, certificates, or transfers have submitted a FAFSA or California Dream Act application, unless the student opts out

Students may opt out by completing a form developed by the Student Aid Commission; colleges may also exempt students unable to complete requirements and submit opt-out forms on their behalf

Community college districts must direct students to support services from outreach programs, including the Student Aid Commission, immigration resource centers, and community-based organizations, and must handle student information in compliance with federal and state privacy laws

The Student Aid Commission must adopt regulations including model opt-out forms and acceptable use policies by July 1, 2026; students who do not comply cannot be penalized and their enrollment cannot be affected
