Requires California State University (and requests UC) to adopt systemwide policies addressing course grades, administrative withdrawal, and reenrollment for undocumented students unable to attend classes by the final drop date due to immigration enforcement activity

Protects undocumented students' eligibility for nonresident tuition exemptions under Section 68130.5 when immigration enforcement prevents them from meeting academic requirements

Mandates that institutional staff and designated Dreamer Resource Liaisons assist undocumented students in accessing all available financial aid and academic resources

Establishes a timeframe allowing students withdrawn for nonattendance due to immigration enforcement to reenroll and retain their previous academic status upon submitting written confirmation of intent to return
