Redefines "recycled water" for discharge notification purposes and exempts water discharged from decorative bodies of water during storm events from being considered an unauthorized discharge if recycled water was only used to restore evaporation levels

Permits incidental spray, mist, or runoff from disinfected tertiary treated recycled water irrigation to enter outdoor eating areas of parks and open spaces

Clarifies that outdoor landscape irrigation of common areas that does not enter residence boundaries is not considered part of an individual residence's premises and is not a dual-plumbed system

Adds food handling and processing facilities to the definition of "structures" subject to recycled water requirements for toilet and urinal flushing

Authorizes recycled water use for toilet/urinal flushing and outdoor irrigation in and around food facilities, commercial buildings, and cafeterias, provided the recycled water does not enter rooms where food handling or processing occurs
