Requires the California Department of Corrections and Rehabilitation to establish a secure facility at each women's prison specifically to house transgender women, intended to protect the security needs of biological women in sleeping and intimate areas

Allows the department to focus on the individual needs of both transgender women and biological women populations through these separate facilities

Prohibits any inmate convicted of a sex offense requiring registration under Section 290 from being housed at a women's prison, except for biological women

Applies to the two existing women's correctional facilities: the California Institution for Women and the Central California Women's Facility
