Requires the State Department of Public Health to maintain the California Surveillance of Wastewaters (Cal-SuWers) network for testing pathogens, toxins, and other public health indicators in wastewater

Participation in the Cal-SuWers network by local health departments and wastewater treatment facilities is voluntary

Authorizes the department to coordinate with health care providers, local health departments, and emergency response agencies to use wastewater surveillance data for early intervention, outbreak response, and public health planning

Permits the department to maintain a publicly accessible website with real-time wastewater surveillance data visualization, regional trends, pathogen detection patterns, and educational materials

Allows the department to utilize external funding sources, including private donations, grants, and federal program funds, in addition to existing state funding to implement the program
